Any changes in grades for basins and estuaries in the 2017 report card are driven by changes in water quality because the condition of habitat and hydrology and fish communities are only updated every three to four years.

The Pioneer basin has been close to the boundary between the D and the C grade since 2015. In the 2017 report card, it was only a small decline in water quality, possibly driven by the wetter year, that has pushed this basin into the D grade.
